• Procurement and Supply leadership including development and implementation of substantial supply strategies either internally or external.

International experience either working in or influencing manufacturing and supply strategy in regions outside the US or Europe
• Experience in manufacturing strategy and development including dose form strategy development all or some of the following: Solids, Liquids, Creams, Ointments, Steriles and Antibiotics.
• Procurement skills including Sourcing Group Management and Supplier Relationship Management, supplier development, continuous improvement, negotiation and ability to understand and implement complex contractual arrangements
Job Purpose
To lead and manage the External supply strategy and sourcing organization across GSK with a focus on designing, developing and implementing value stream strategies by dose form, leading strategic supplier negotiations and creation of partnership deals, on-going global supplier relationship management, ownership for new product launches globally across external supply and ensuring the integration of new business (i.e. in-license deals, acquisitions and any other)
Accountability
Ensure the implementation of a successful and robust External Supply Network Strategy to include the following
• Design, develop and implement value stream strategies
• Supplier Relationship Management (SRM) – Global and partnerships
• Accountability for setting Contractor Strategy and global contracting activity
• Lead role for External Supply NPI activities integrated into value streams. Ownership of global NPI activities through product launch.
• Focal point and leadership for External Supply New Business Integration including due diligence activities. Ownership of In-License, acquisition and all other unique deals until business is fully integrated into the GMS ES network.
• Interface with the senior leads within the GMS network strategy (within SLES organization) to ensure proper alignment between internal and external network strategy and sourcing decision making.
Areas of Responsibility
Geographic responsibility is global and includes all of External supply Pharma in Europe, North America (Developed Markets) and India, Turkey, MENA, Asia Pac etc (the Developing Markets) and other regions as appropriate. This organization will also have accountability to align with and deliver External Supply Strategy for the CH ES organization as well – this role drives the Pharma side and aligns with the CH activity. It is the accountability of the Network Sourcing Strategy Directors to ensure this is successfully achieved avoiding duplication or waste.
Accountable for strategy, contracting, SRM, NPI and New Business delivery to the for the global ES business supporting Developing and Developed Markets Supply organizations within ES.
Expected Delivery
Individually, this role is expected to deliver External Supply Value Stream/Dose Form and Sourcing Strategy along with robust business processes across the ES universe of 100-125 supply sites, 2000+ SKU’s, with a current annual spend of £150-200 million growing to approx. 150 supply sites, 3-4,000 + SKU’s and £250-300 million by 2012 across the globe.
Delivery evidenced by the following;
• Develop strategies and gain approval for products externally sourced in designated value stream at Global Supply Chain Planning (GSCP) Governance Board. Examples of Value Streams include dose forms such as Solid’s, Liquids Creams and Ointments, Antibiotics, Steriles and others as appropriate.
• Own agreed strategies and appropriate documentation including Strategic Sourcing Plans and Site Strategy Briefs. Review and refresh agreed strategies on an annual basis.
• Provide leadership and ownership for cross functional teams that include Supply, Procurement, Quality and Technical to identify global, regional and local business requirements and ensure the development and approval for souring strategies, supplier selection and contract execution.
• Lead or participate in New Product Launch programs as the first point of contact and owner for the External Supply organization. This includes due diligence, Supplier Sourcing, contracting and launch preparation for all new products (Current examples include such products as Duodart, Retigabine and Horizant.) This role and the appropriate staff will own and manage the relationship with R&D and specifically the MPD team leaders.
• Deliver global due diligence and deal support (Contracting, supply planning and launch planning) for in-license products or acquisitions (Past examples include UCB, Aspen, Dr. Reddy’s and Steifel)
• Own various business development projects as designated.
• Delivery of 2012 Cost Reduction targets for all regions in support of the overall target of +24 million. Incremental delivery of £5-7 million expected as part of the overall value stream and dose form strategies.
• Assurance that all deals done in external supply adhere to Working Capital targets of payment terms of no less that 60 days. .
• Delivery of an optimized and consistent ES Network Sourcing Strategy for designated dose forms aligning both RX and CH ES businesses.
• Collaborate with quality and technical functions to simplify and deliver high quality products with limited issues.
• Implement common ways of working in conjunction with the heads of Developed markets and Developing markets supply regions within ES vis a vis;
o End to end Supply chain strategy
o Performance management
o SRM
o Contracting
o NPI Launch
o New business (In license and acquisition) integration
Impact & Risk
• This position is responsible for developing and owning the dose form network and sourcing strategies across the whole of External Supply. GMS external supply ensures the supply of critical life saving medicines as well as protects significant revenue.
• This position is accountable to deliver robust strategies and supplier contracts protecting both GSK and the patient by ensuring quality, service, delivery and cost are properly accounted for in both the contractual and on-going strategic relationship with the GSK Contract Manufacturers.
• Failure to adequately support NPI and New Business (In-license and acquisition) activity may lead to loss of significant sales and damage to GSK’s reputation and trade customers.
Managerial Responsibility
• Accountability for Strategy development as documented above for teams in Europe, North America and some Developing Markets.
• Direct reports will be approximately 2-5 with indirect reporting responsibility for an additional 2+ Quality and Technical resources that support value stream dose form strategies, NPI’s and New Business.
• This position has the freedom to create and approve appropriate strategies as agreed by GSCP as well as select and develop best in class contractors with a culture for continuous improvement in quality, service and cost. The position will also represent, and make decisions on behalf of, assigned dose forms related to new product introduction timelines, contracts and supply plans. Finally, this position will be responsible for the assessment and recommendation of new business deals and negotiation of said deals. (i.e. In-licensing and acquisitions within dose forms)

Report Level
• This role will report to Vice President, External Supply for GMS.
• The External Supply organization is part of Strategy, Logistics and External Supply (SLES) and reports to the SVP of SLES.
Complexity
• In addition to leading a significant team, and in conjunction with peers and VP of External Supply, this role will have a significant commitment to deliver the Target Future State of External supply for 2012. This includes an aligned External Supply value stream strategy, significant cost reductions and implementation of an appropriate organization.
• At any given point, this leader and their team is responsible for delivery 15+ specific projects including due diligence, strategy development, contracting, life cycle management, launching new products, integrating new businesses as well as ensuring supply of existing products.
