Fire Code Administrator - Stow  [15/02/2010]

Duties:

The primary responsibility of the Fire Code Administrator of the Division of Fire Safety is to provide management and direction to Department of Fire Services (DFS) staff involved in the administration, interpretation and enforcement of the State Fire Code and development of 527 CMR pursuant to MGL Chapter 148. The Fire Code Administrator serves as the Executive Director for the fourteen member Board of Fire Prevention Regulations (BFPR), which is responsible for promulgating the comprehensive fire safety code (527 CMR) for the Commonwealth of Massachusetts and manages the overall code development process for the Director and the State Fire Marshal. The Fire Code Administrator will work on regulations that cover the storage, transportation, use and handling of hazardous materials, explosives, fireworks, model rockets, cannons/mortars.

Duties:

1. Plans, organizes and directs the overall activities of the staff involved in the administration, interpretation and enforcement of the Massachusetts State Fire Code.

2. Oversees and facilitates the consistent application of the State Fire Code. Makes recommendations on changes to appropriate codes and keeps the regulated and regulators apprised of changes and new developments in code requirements. Drafts State Fire Marshal advisories regarding the State Fire Code that will be sent to the local fire departments and other regulated parties and industries.

3. Prepares and delivers formal State Fire Code training programs across the commonwealth and provides technical assistance to the 350+ fire departments in the Commonwealth. Develop materials for publication that are distributed to both the fire service and regulated industries. This includes identifying and developing new topics for training and publications, developing the curriculum and materials and making formal and informal presentations of the information.

4. Serves as the technical expert in fire and life safety matters and provides that technical expertise to the Board of Fire Prevention Regulations (BFPR), the Code Compliance and Engineering staff, as well as DFS senior management.

5. Serves as the Executive Director to the BFPR. This includes advising the Board on all code activities and coordinating the Board and subcommittee meetings. Drafts or coordinates the drafting of the fire code amendments. This involved actively communicating with the legal staff to facilitate the review of any proposed fire code change.

6. Prepares and researches information necessary for board and subcommittee meetings to operate effectively. For example this position analyzes new materials, technologies and techniques with regard to their applicability and impact on the Massachusetts’ State Fire Code and advises the BFPR accordingly.

7. Performs related work as required including, keeping abreast of changes in regulations and advances in code enforcement; acting as liaison between the BFPR, DFS and other regulatory groups, boards and agencies; meeting with the regulated community, regulators, civic and community groups; attending board, subcommittee and professional meetings and conferences as needed.

Qualifications:

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, or public administration and (B) of which at least three years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions: I. A Master's or higher degree with a major in business administration, management, public administration, industrial engineering, industrial psychology, or hospital administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Preferred Qualifications:

1. Knowledge of state fire safety codes and federal codes and regulations.

2. Knowledge of fire safety and prevention.
Knowledge of hazardous materials such as flammable liquids, explosives, and fireworks.

3. Knowledge of safeguards during building construction, modification and demolition.

4. Knowledge of the principles and practices of management and public administration.

5. Knowledge of budgeting as it applies to program management.

6. Knowledge of principles and practices of engineering, such as mining and blasting, fire protection or other engineering.

7. Knowledge of the principles practices and techniques of supervision.

8. Knowledge of the health and safety practices and procedures followed in explosives use.

9. Ability to supervise, including planning and assigning work, based on the work to be done, abilities of subordinates, and resources; controlling work by periodic reviews/ evaluations; determining training needs of staff; motivating subordinates; understanding of progressive discipline.

10. Ability to conduct comprehensive studies and prepare reports and recommendations.

11. Ability to deal tactfully with others; and to maintain a calm manner in stressful and emergency situations.

12. Ability to exercise discretion in handling confidential information.

13. Ability to be self-motivated and a self-starter.

14. Proficient in the use of a PC and knowledgeable in a variety of software programs including PowerPoint, Access, Microsoft Word and Excel.

15. Excellent communication and organizational skills
